Food Supplies and Consumer Welfare of Balangir District
Public Distribution System
Providing food security to the vulnerable people and maintaining food chain in the hunger prone areas is one of the prime responsibilities of the government. Access to food being at the core of existence is therefore necessarily an inalienable human right. Public Distribution System (PDS) aims at ensuring access to essential commodities to the people through. Fair Price Shops (FPS) as door–step delivery maintaining transparency in the system of distribution.
Enforcement
To check the diversion and black marketing of PDS commodities and to ensure its smooth distribution among all genuine consumers of Balangir District, one District Enforcement Squad and three nos. of Sub–Divisional Squad have been formed headed by an Executive Magistrate and C.S Executive Staff. The Executive Magistrate of the Enforcement Squad have been instructed to check all Retail centers of PDS Commodities to avoid the Black Marketing (if any) vehicle to check for use of Kerosene as Fuel by symphonic channel. Hotel and Dhabas to check the use of Domestic LPG cylinders throughout the district and submission of action taken report there on to the District Office for perusal and review by the Collector, Balangir.
Paddy Procurement
As per Food and Procurement Policy of the Government in Food Supplies and Consumer Welfare Department, Odisha, Procurement of Paddy is being done in this district successfully since 2016-17. The district has achieved the target fixed by the Government for procurement of paddy for the KMS–2016-17.
Consumer Welfare
The Government in Food Supplies and Consumer Welfare Department, Odisha have sanction following amounts towards Consumers Awareness/ Consumer Welfare Activities in the District:
- Organization of District Level Work Shop
- Organization of district Level Cultural Festival
- Consumer Welfare
Steps are being taken to utilize the funds for the purpose it has been sanctioned as per Government instructions and guidelines.

Government schemes running in the district
Distribution of Rice [at] Rs.1/– per kg scheme from February,2013 and onwards –
The Govt. in FS and CW Department has lunched a new scheme in the Public Distribution System which has been implemented from 1st August 2008. According to the new system introduced vide Government in FS and CW Department, Odisha Notification No.11642 dated.17.07.2014 the PHH/AAY Families will be supplied [at] 5kg per Person & 35 kg per card respectively per month [at] Rs.1.00/kg .
The boarders of SC/ ST Hostel & Educational Complex run by NGO are also supplied Rice [at] 15 kg per boarder per month [at] Rs.1.00/kg.
As per instructions and guidelines of the Government, Rice, Wheat, Sugar & Kerosene Oil is being distributed to the bonafide consumers/ ration cards holders through the Retailers as per scale, norms and quantum fixed by the Government as follows.

The scheme is being implemented through OSCSC and State Govt. is providing subsidy to the OSCSC in implementing the scheme. Consequent upon implementation of Departmental Storage System, H & T Contractor (Level–II) are lifting PDS stock from the concerned RRC–cum–DSCs as per monthly quota tagged and transporting the stock to the concerned PDS Fair Price Shops as door–step delivery for distribution to the ration card holders. The Govt. guidelines are being followed meticulously for implementation of the scheme w.e.f 01.04.2012.

Achievements
The scheme of supply of rice [at] Rs.1/– per kg to the targeted beneficiaries under TPDS is running successfully in the district since February 2013. At present, all beneficiaries under all schemes are getting the benefits in time. Apart from above, this district has achieved the paddy procurement targets fixed by the government during the Kharif Market Seasons.

Grievance
Grievance date and telephone number of the authority – Public Grievance Day has been fixed to each working Monday for hearing and redressal of the grievances of the public in Collectorate. Balangir where all the sectional officer attend. The Collector goes through the grievenc of the public and takes immediate action for redressal of the same by the concerned authories.
